This specific status code happens when an IP address requests Instagram too many times. This means that your proxy IP(s) are being used for Instagram by different users. These resources are shared across Apify and possibly are in use by some other users. The best option that you might take here would be changing your proxies.
You can talk with the Apify team and ask for a dedicated IP. I'm not quite sure if that is possible but if it is, they can help you. Otherwise, you can use an external proxy provider such as Oxylabs or Brightdata to get your custom proxies to use here.
