I'm trying to update a dataset of over 20k hashtag mentions I scraped a few months ago, but I'm unable to get more than around 500 posts, which have all been uploaded in the past month or so. Any way I can scrape farther back in time?

Instagram applied more limits for data available without Instagram login, in case if hashtags much less posts available now and there is no known way to get more.
In case if end of data reached before desired date (as in your run) try to find correlation between amount of max posts and oldest date reached, then re-run by schedule. For hashtag in your run looks like viable approach is to rescan hashtag posts bi-weekly. For other hashtags might be different. Another option is to rescan daily for all your hashtags.
