The API input asked for 3 tweets max, but the API repeatedly returns 10,000. And now we are getting billed for it.

You've used "maxTweets": 3, which doesn't exist in our actor, where did you read about it? The correct input should be maxItems as mentioned in the docs https://apify.com/apidojo/twitter-scraper-lite#input-parameters
