Unfortunately this type of usage is not allowed since it falls under monitoring. You are fetching only 1 item and doing this very frequently. If you remove maxItems and lower your request count, we can lift the ratelimit.

Our application is for vehicle owners and one of the features we provide is notification of traffic accidents and road closures. This is why we cannot reduce the frequency of request, because the value is to notify almost in real time.

Unfortunately as mentioned in the documentation, monitoring activites are not allowed. The real purpose of this actor is to fetch historical tweets not to fetch near real-time information.
