filter:follows doesn't appear to do what it says.

Tweets were requested from an user and the search term included 'filter:follows' which supposedly returns 'Only from accounts you follow. Cannot be negated.' However all of the tweets returned are from the 'user' and not from an account they are following. If the 'filter:follows' clause is omitted the same tweets are returned.
